WTO chính thức kết nạp Việt Nam

Quá trình đàm phán về WTO đã hoàn thành
Người phát ngôn của tổ chức Thương mại Thế giới, WTO, cho biết 149 quốc gia thành viên vừa chính thức bật đèn xanh cho Việt Nam gia nhập vào hệ thống thương mại tự do toàn cầu.
Việc kết nạp này chấm dứt chặng đường hơn một thập niên đàm phán của Việt Nam.
Thỏa thuận sẽ có hiệu lực 30 ngày sau khi Quốc hội Việt Nam thông qua các điều khoản.
Phiên bỏ phiếu của WTO hôm thứ Ba, 7/11/2006 diễn ra chỉ vài ngày trước khi Hà Nội sẽ trở thành nơi đăng cai hội nghị thượng đỉnh APEC, với sự tham dự của lãnh đạo 21 quốc gia và hàng ngàn doanh nhân quốc tế.
Nói chuyện với BBC, đại sứ Việt Nam tại WTO Ngô Quang Xuân nói việc Việt Nam hoàn tất tiến trình gia nhập WTO không chỉ là thành công của các nhà đàm phán, mà còn chứng tỏ nỗ lực hội nhập lớn lao của chính phủ và người dân Việt Nam.
Tấm vé thành viên WTO sẽ tăng cường khả năng tiếp cận thị trường quốc tế của Việt Nam, và cơ hội đưa các tranh chấp thương mại ra trước một ủy ban trung lập.
Để đổi lại, Việt Nam sẽ phải dỡ bỏ các mức thuế cao đối với hàng nhập khẩu và sự bao cấp đối với các công ty quốc doanh.
Theo ông Ngô Quang Xuân, các doanh nghiệp Việt Nam hoàn toàn nhận thức được là họ sẽ gặp nhiều thách thức, nhưng 'với quyết tâm to lớn, họ sẽ vượt qua'.
Cơ hội và thách thức
Ông Vũ Mão, Chủ nhiệm Ủy ban Đối ngoại của Quốc hội, nói với báo chí nhà nước rằng dự kiến vào 28 - 29/11, Quốc hội sẽ nghe về nội dung, thảo luận và xem xét phê chuẩn các thỏa thuận về WTO.
Ông nói khi Việt Nam vào WTO, tác động sẽ rất lớn.
"Khi vào WTO, vấn đề công ăn việc làm sẽ thế nào, người nông dân sẽ sống ra sao, nông nghiệp của chúng ta sẽ như thế nào? Với những vấn đề như thế, chúng ta phải có một chiến lược, một hệ thống chính sách," ông nói.
Nhiều người cũng bày tỏ lo ngại cho nền nông nghiệp thời hậu WTO.
Ông Cao Đức Phát, Bộ trưởng Bộ Nông nghiệp và Phát triển Nông thôn, nói Việt Nam đã đi tới cam kết điều chỉnh hệ thống chính sách trong nước.
Ông nói những nhóm hàng phải giảm thuế nông sản nhiều nhất là thịt, sữa, rau quả chế biến, thực phẩm chế biến, quả ôn đới.
Bộ trưởng nông nghiệp nhấn mạnh: "Bên cạnh cơ hội tiếp cận thị trường các nước trong khu vực, gia nhập WTO sẽ tạo điều kiện mở rộng thị trường cho nông, lâm sản Việt Nam do được hưởng quy chế MFN của 149 nước thành viên WTO."
Nhưng ông cũng nhắc rằng các doanh nghiệp nội địa sẽ phải "nhanh chóng đổi mới" để cạnh tranh với các các công ty đa quốc gia vốn rất mạnh về tài chính, hệ thống phân phối.
Khu vực tài chính, ngân hàng và bảo hiểm cũng là những lĩnh vực được giới tư bản nước ngoài ngấp nghé.
Tin từ HSBC cho biết kể từ ngày 1-4 năm sau, lần đầu tiên các ngân hàng nước ngoài sẽ được phép có các chi nhánh do họ nắm giữ 100% vốn.
Một đất nước 84 triệu dân, mà đa số là người trẻ, đang là thị trường hấp dẫn trong mắt các ngân hàng quốc tế.
Khác với các công ty nước ngoài khác, các doanh nghiệp Mỹ có thể chưa tận dụng được ngay lợi thế của thỏa thuận WTO vì Quốc hội Mỹ chưa cho Việt Nam quy chế PNTR.
Tổng thống Geore W Bush hy vọng việc bỏ phiếu sẽ diễn ra trước khi ông dự APEC ở Hà Nội, nhưng theo giới quan sát, điều này khó có thể xảy ra.
Trong các trở ngại có việc Thượng nghị sĩ Mel Martinez từ Florida đã ngăn không cho xem xét dự luật PNTR vì có lo ngại về số phận của bà Thương Nguyễn Cúc Foshee, công dân Mỹ 58 tuổi, bị bắt tại Việt Nam từ tháng 9/2005 với cáo buộc rằng bà đã tìm cách tấn công khủng bố.
Sớm hay muộn, giới quan sát nói quy chế PNTR cũng sẽ được cấp cho Việt Nam. Nhưng chừng nào điều này chưa diễn ra, các công ty Mỹ sẽ chưa thể hưởng những lợi ích từ thỏa thuận WTO.

Cứ e ngại như thực dân ngày xưa không dám đụng đến tổ chức còn manh mún của ta là không thể nào.

Quang Minh, TP HCMMỹ không cấp quy chế quy chế PNTR cho Việt Nam, thiệt hại trước hết là các công ty Mỹ. Vì các công ty Mỹ sẽ chưa thể hưởng những lợi ích ở VIỆT NAM từ thỏa thuận WTO. Như lần trước tôi đã nêu ý kiến: Việc xử vụ án khủng bố này, trong đó có 2 người Việt mang quốc tịch Mỹ trước khi Tổng thống Mỹ sang là rất cần thiết và rất đúng lúc.
Không có lý do gì Tổng thống Mỹ kêu gọi chống khủng bố, 3 nghìn người Mỹ chết thê thảm trong cuộc khủng bố ngày 11/9 chả lẽ chưa tởn mà còn dám phản đối chính quyền VIỆT NAM xử những người phạm tội khủng bố. Vụ này xử cận ngày Hội nghị APEC khai mạc là rất cần thiết, những phần tử chống đối, gây rối nếu giở trò chắc chắn sẽ bị xử lý nghiêm khắc.
Nhân dân VIỆT NAM hơn 80 triệu người không cho phép nhóm bất đồng chính kiến (khoe lấy được 2 nghìn chữ ký so với hơn 83 triệu người VN!) hỏi có nghĩa gì.
Thanh Vương, Vũng TàuChúc mừng Việt Nam, ước mong rằng sau khi gia nhập WTO đời sống của 84 triệu người Việt bớt khổ hơn!
Heo Leo CâyĐây là 1 tin tức rất đáng vui mừng. Hy vọng từ nay Việtnam sẽ "biết cách chơi" hơn khi ở trong 1 sân chơi chung này. Chứ không như trước đây tự đặt ra luật rồi chơi theo luật đó.

Forces preparation for armed insurrections

General Giap and Liberization forces
PANO - Immediately after coming into being, the CP of VN undertook the mission to lead the entire nation in the fight against colonialist domination and liberate the country. Realising this important mission, the Party prepared a contingent of qualified military personel for the general insurrection.
After the outbreak of the Second World War, to catch up with the development of the world situation, the Party realised that it was time to take action to liberate the country from colonialist domination through armed insurrections. As a result, many armed revolutionary organisations came into being and this required a contingent of qualified military personel to guide these organisations.
The first political and military training course was opened in Đức Thắng district, Bắc Giang Giang province in 1940. Later on, another training course was opened for 40 military personnel by commanders Ho Chi Minh and Phung Chi Kien in the northern border province of Cao Bằng. Meanwhile, another short training course for the three provinces of Cao Bang, Bắc Giang and Lạng Son was being directed by Commanders Phạm Văn Đồng and Võ Nguyên Giáp.
Additionally, under the instructions of Ho Chi Minh, some cadres and officers were sent abroad to study military science. Many distinguished themselves during these training courses and later on became leaders of the revolution in different localities. They included Hoang Van Thai, Thanh Phuong, Hoang Minh Thao, Dam Quang Trung, Truong Van Quyen. Some of them were members of the Vietnam Propaganda and Liberation Troops and all of them became key cadres of the Party and the national revolution in the two resistance wars against the French and Americans.

How true this story is. Thanks Jenny for sharing with all of us. Tomorrow (9/11) I hope we as americans can reflect on just how lucky we are, that we do not live in a country, where we can't speak our minds, or pray the way we want to, or even vote. We are lucky to have military people such as yourself, to make sure that we stay that way...United yet able to be individuals. this was awesome my friend! and thank you for remembering!.. I remember that day well! I had just came home that morning from doing my morning School Bus route, and turned on the news, and I was speechless! at first I thought I was looking at a movie when i realized this was real!!! as i sat dumbfounded and watched the plane's hit the Towers! I was crying! and I felt helpless! as I watched this horror unfold right in front of my eyes! it was horrible! all them people, those innocent people!! they died from others hate! This day will be forever in history. A day that will never be forgotten...
